Abstract :
Appearing in October before the Senate Committee hearings on proposed science legislation (S 1285, S 1297, and related bills) a panel of five prominent engineers presented engineering viewpoints and recommendations. This panel was appointed by the Engineers Joint Council (formerly known as Joint Conference Committee) and consisted of the following: Boris A.
