Abstract :
THIS REPORT is published to bring its contents to the attention of a larger group of interested engineers than were contacted through its presentation at general meeting sessions so that a broader understanding will be obtained and a wider experience brought into the picture. The suggestions given are the recommendations of the committee, are not to be interpreted as AIEE Standards, and are in no way mandatory. Comments or suggestions by the readers will be appreciated and considered by the committee.
