Abstract :
In the above titled paper (ibid., vol. 16, no. 4, pp. 684-694, Aug. 2011), due to a production error by the publisher, the second author was incorrectly identified as "Fellow, IEEE" in the byline. We sincerely regret this error. The correct byline is included in this record.
