Stagnant demand The High Technology Recruitment Index, a key barometer of demand for scientists and engineers in the United States, remains stagnant. It edged up one point in September before dropping two marks in October, to 106. Marjorie Freedland, vice president and director of research at Deutsch, Shea & Evans, the firm that compiles the index, said recruitment “certainly isn´t improving.”
