By the early 1980s the Long Island Lighting Co. (Lilco) had almost made it through one of the most difficult and costly construction efforts in the history of the U.S. utility industry. But the Shoreham nuclear power station was fast becoming a public relations debacle for Lilco, and the cost of building the plant had driven the utility´s bond rating to its lowest point ever.
