Abstract
The growth of both public and private fringe benefits has been overwhelming in recent years. The extent of this growth has become an almost unbearable burden to both the employee and the employer. Some of this expense, however, is unnecessary due to a duplication of benefits and can be avoided through a careful analysis of both the public and private benefit programs.
