Abstract :
The number of non-U.S. students who earned Ph.D.s at U.S. universities climbed again in 1986. Since 1980 the annual number of such doctorates has risen 40 percent, while the total for doctorates earned by U.S. citizens has dropped nearly 5 percent, according to the National Science Foundation.
