    When it comes to looking at the use of Internet Protocol (IP) telephony in the UK, top of the list of leading exponents is usually the council at The Royal Borough of Kingston-Upon-Thames. Kingston Council has found itself firmly in the limelight since switching over to a ??500,000 Voice over IP (VoIP) system last summer; the first council to do so.
