Evidence of midlatitude “dumping” of energetic particles from the earth´s radiation belts has been reported by scientists of the Institute for Telecommunications Sciences in Boulder, Colo. The institute, a component of the U.S. Department of Commerce Office of Telecommunications, is the chief civilian research unit of the federal government for electromagnetic propagation. The dumping evidence was first detected during field measurements in the winter of 1969–70.
