With the appointment of Robert A. Frosch as head of the National Aeronautics and Space Administration, the Carter Administration has filled all of the major posts responsible for the Government´s research and development activities. The appointments, by and large, combine strong professional backgrounds with a good deal of full-time or advisory service in Government. Political affiliations apparently did not figure significantly, since several of the appointees are holdovers from Republican Administrations.
