Abstract
A flexible radio resource management technique is proposed for multilayered cellular systems that consist of megacells using LEO satellites, and macrocell and microcell overlaid terrestrial cellular systems. In the proposed system, the radio spectra for microcell and macrocell terrestrial systems are adaptively and autonomously shared according to the traffic conditions of each microcell. Moreover, the radio resource for a satellite system is also dynamically shared by a temporarily unused satellite band. Computer simulation confirms that the proposed system can achieve high system capacity by reusing the radio resource allocated for the satellite band
