Abstract :
The concept of quality, when applied to telecommunications energy plants, has been limited to reliability, ruggedness against power disturbances, endurance and technical lifetime. The author proposes customer satisfaction and `value for money´ from the end user´s point of view as the main quality criteria for energy systems. As an attempt to interpret these criteria in more concrete terms, a total cost model for the energy systems is presented, as well as implementation methods, so that more value is obtained for less money. TE2000, a project based on the total cost model, undertaken by Swedish Telecom Network Services is described
