Abstract :
The paper will consider the possibility of operating a region of a distribution network that is temporarily islanded from the grid supply. To achieve this the islanded system must be capable of being reconnected to the grid without the risk of out-of-phase reclosing. This means that the phase angle and frequency of the island must be held in synchronism with the grid at all times, including those when the island is not electrically connected to the grid. To do this, a phase controller must be added to the isochronous governor of the generator.
