Game analysis between the development of rare earth elements and the protection of ecological environment in southern of China

The protective development of ionic rare earth deposits in southern of China, a unique class of valuable middle-heavy rare earth resources in China, and its impact on environment have been issues concerned. After briefly introducing the development status of rare earth resources in Southern of China, combining with economic theories, the paper proposes that rare earth resource development and ecological environment protection are essentially the interest game between enterprises and government, and as the result of mixed strategy Nash equilibrium of the game between enterprises and government, the environment will only be further deteriorated if local government performance is assessed by GDP. Finally, corresponding countermeasures and suggestions of preventing and controlling environmental pollution by rare earth resource developing enterprises are put forward so as to provide rare earth resource developing enterprises with reference for strengthening environmental management.
