Abstract
The road traffic environment in major satellite cities around Kyoto City is becoming very severe characterized by traffic congestion and other traffic impediments due to the increasingly overcrowding phenomenon of vehicular traffic centered around arterial roads. To properly cope with such situation and establish an easy-to-travel environment, the Kyoto Prefectural Police HQ has been studying the traffic signal control best suited to the momentarily changing scene of traffic and is pushing forward the implementation of integrated management at its control center. As its future plans, the Police HQ aims to expand the scale of control taking into account the expansion of major satellite cities within Kyoto Prefecture and construct a system based on the universal traffic management system concept using infrared beacons
