Abstract :
This paper examines the relevant issues in the regulation of transmission network services for electric power markets, with emphasis on the aspects of transmission open access, investment and pricing. Although many of the ideas that are presented in the paper are valid for any regulatory framework, the paper is mostly devoted to the treatment of transmission services in liberalized regulatory environments that foster competition in electricity markets
