Abstract
Resources are constrained at utilities and utility engineers and managers search for better tools to help them direct resources appropriately in order to improve reliability. Today´s reliability indices and other circuit statistics and measures may not be sufficient to provide an indication if additional resources should be spent on improving a circuit´s reliability. Customer Exposure Ratio (CER) quantifies the amount of protection on a circuit. This paper will define CER and describe its application for optimizing reliability given a constrained budget.
