Abstract
This paper, one of four presented at the panel session on integrated generation and transmission planning tools, provides a participating transmission owner´s (PTO) perspective. The paper focuses on the developing functional requirements for such tools and addresses a variety of factors including - ldquowhat-ifrdquo analysis related to rate of return (ROR) analyses on investments and associated risk, transmission (or upgrading) siting, and optimal timing (when and how long) of maintenance. Cases are briefly noted where the application of such tools may change the outcome of a transmission expansion study or improve operations and maintenance efficiency.
