Abstract
To realize a “safe-to-travel, smooth-to-travel, and comfortable-to-travel” road traffic environment, the Fukui Prefectural Police HQ has been taking measures including improvement and maintenance projects for various traffic safety facilities. At the same time, having an eye to the establishment of traffic management which takes into account a social environment in the oncoming 21 century, the Police HQ is contemplating the introduction of Universal Traffic Management Systems (UTMS) being promoted by the National Police Agency (NPA), Japan. This paper discusses the Police HQ´s plan of constructing an Advanced Mobile Information System (AMIS), one of the nine subsystems of the UTMS, aimed at solving a chronic congestion problem within the prefecture, especially on National Highway Route 8
