Abstract
This paper describes the present status and future development of a new traffic management system (UTMS) with the object of new traffic management to be adopted by the National Police Agency in Japan. UTMS is an integrated system which reforms congested traffic flow to well-generated flow by means of dispersion, guidance and a right of passing etc., adopting two-way communication between vehicles and facilities in general roads. An infrared optical beacon is featured as the key infrastructure allowing two-way communication between an in-vehicle unit and on-road facilities. Improvement of the public transportation system is being planned
