Abstract
The definition of land development rights was first established in the western countries in the middle of 20th century as part of the land tenure in order to increase the utilization ratio and maintain the distribution of land benefits at a balanced level. New ideology of land consolidation have to be brought by introducing foreign land development rights into China and contribute the sustainable development in rural areas.
