Abstract :
Transmission congestion occurs more frequently in deregulated power systems, and congestion management has become a major issue in modern power system operation under the emerging electricity market environment. In many operating electricity markets, a hybrid trading mode with pool and bilateral-contract trade inclusive is employed. Coupling exists between these two kinds of trade as both are implemented in the same system. Therefore, the problem of effectively coordinating the congestion dispatch is very important. Given this background, a new model for uniform market clearing price and a coordinated congestion dispatching model for the hybrid market are developed. In addition, the curtailed generation of bilateral contracts is allowed to be re-dispatched in the pool market in the proposed dispatching model, and this would be helpful in decreasing the purchasing cost of the pool loads. Case studies of the IEEE One-Area RTS-96 system are served for demonstrating the proposed model and method.
