Abstract
CEDAR (Charging Electronically by Distance And Road) was a technology and behavioural trial of distance-based road user charging in urban areas of Southern England, using GPS-based On-Board Equipment (OBE) to improve transport logistics and reduce congestion, extending the successful trials Thales previously carried out for Transport for London. The CEDAR project ran from May 2008 to December 2009, with the trial running during the latter 6 months of 2009, and was a successful demonstration of the technology. We conclude that the technology is close to being acceptable for commercial use in real urban road pricing schemes
