Abstract
For satellite communications (SATCOM) to appropriately serve the requirements of the warfighter, they must provide both the needed throughput and quality of service (QoS) in a timely fashion. As we move into battlespaces with rapidly unfolding contingencies, a ponderous management process with hours or days of response time would severely constrain the usefulness of the SATCOM resource. This paper discusses how contract-based network management provides a communication network infrastructure appropriate to support the efficient, flexible, and dynamic warfighter seen in Joint Vision 2010
