Abstract :
Summary form only given. Market designed, implemented and managed correctly should be the first and best defense of system reliability. The key to maintaining reliable operations is adequately determining and reflecting in the dispatch programs and exposing users of the grid to pooled markets. This paper explains that markets and re-regulation should be improving reliability. It is needed to embrace standards and enforcement, but also facilitate forward-looking mechanisms to efficiently maintain and increase reliability.
