Abstract :
North American RTOs work together on the ISO/RTO Council ("IRC") Markets Committee. The group meets quarterly to discuss the status of their markets, discuss the development of best practices for markets and work on coordinating their markets. Any items that impede inter-RTO energy trading are discussed and solutions explored. Problems are averted through careful planning. The committee has developed a template of items to be considered in market coordination agreements (such as the MISO - PJM joint operating agreement). How each individual topic should be handled is unique to the particular market-to-market interface. Management of parallel flows can be managed by a market-to-market congestion management protocol that was described. The protocol minimizes transaction curtailments and allows the most efficient and market based solutions to a difficult problem. Current topics under discussion was mentioned.
