Abstract :
Flood Risk Map is one of the important non-engineering measures for flood control and disaster reduction. Based on the concept of flood disaster management system, the index system of potential flash flood disaster risk assessment was developed in consideration of the principle, hierarchy structure, measure standard, risk class and risk index. The assessment cells with type of vector plane and raster point were explained. The methods, such as analytic hierarchy process, fuzzy synthetic evaluation and spatial analysis, were used to establish a valuation model for potential flash flood disaster risk of Sub-basin. Run this model, the Flood Risk Map in the aim basin can be drawn automatically through the development of Arc GIS by Arc Engine. Flood disasters risk of a sub-basin lack of flood data in Huai River was evaluated with the application of this model, from the result, we can know that risk assessment with this model is more objectively and accurately than with the traditional models because soil moisture was considered. So, Flood risk assessment with this model is more workable in sub-basin.
