A method for expressing responsible opinions toward public decisions making

Public opinion is needed for making decisions in the public sector. However, the expression of opinion must be responsibly done. In this study, the focus is decision making for advanced and unfamiliar technologies, and a method using communication without explicit interaction to express opinions is proposed. Evaluation experiment was conducted to test the effectiveness of the proposed method, and participants were found to be able to express opinions with interest in the subject. The study shows that responsible opinions can be expressed.
