Abstract :
This study based on a TICA project that the Taiwanese government funds to build collaborative innovation networks (CINs) to enhance the innovation capabilities of SMEs´. The objective of this study is to examine the efficiency of SME CINs formation by social network analysis method. The results find that the SMEs clustered into collaborative innovation networks, in the meantime, improving the communication in the network. The results of the research also show that the formation efficiency of the CINs is statistically obvious in the TICA project. The strategy of the Taiwanese government´s SME administration agency successfully employs a public research institute, ITRI, to form SME CINs.
