Abstract
This paper presents a new dynamic channel allocation scheme, called POCA, which allocates channels in a noncentralized fashion. The geographical area is colored according to a cochannel scheme, and it is divided into disjoint clusters. Each cluster is managed by a set of three "color" servers. POCA can assign a channel to any cell dynamically, provided that the new channel does not cause co-channel interference. Simulation results show that POCA performs better than FCA (fixed channel assignment) and some other DCA (dynamic channel allocation) schemes under low and moderate traffic load conditions. Moreover, POCA adapts quickly to any change in traffic patterns.
