Abstract :
In order to eliminate information silos in emergency management, and to achieve information sharing and data exchange, this paper gives the Emergency Management System framework from the aspect of knowledge, professional, versatility and flexibility. Then Emergency Management System implementation plan based on distributed solving process is provided, which provides support for science and high reliability emergency management, and provides good theoretical support for building a cloud computing platform in emergency management area.
