Abstract
A surveillance performance measure for quantifying the performance improvement capability of a phased array radar is introduced. Included in the measure are definitions of the tracking performance of the conventional TWS radar and of the phased array radar. Details are also given of the phased array radar track load calculations. With these instruments, the phased array radar surveillance performance is compared with the conventional TWS radar. Also compared are two realizations of the phased array solution, i.e., the decoupled search and track and coupled search and track.
