Abstract
An energy based technique has been developed to assess the spinning reserve sharing among interconnected utilities. The technique is probabilistic in nature. Probabilistic methods recognize the stochastic nature of system components and incorporate them in the spinning reserve assessment process in a consistent manner. An energy based index is proposed to verify the respective spinning reserves of the interconnected systems. The salient features of the energy based technique are presented. Two test system, the IEEE Reliability Test System and the Roy Billinton Test System, are utilized to illustrate numerical examples.
