Abstract
This paper discusses the rationale for the implementation of information value (IV) based information resource management (IRM) of the Defense Information Systems Network (DISN). DoD transport resources are currently managed using multiple non-integrated allocation systems including precedence and preemption, circuit assignment priorities, and commercial restoral priorities. The integration of DoD transport resources into an integrated DISN leads to a requirement for integrated resource management. In order to fulfill the goal of Joint Vision 2010 this integrated resource management must allocate bandwidth based on the value of the information at time of delivery to the global DoD mission
