After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Select projects from the alternative projects is the key of successful project management. The article set mixed 0–1 programming model for single objective optimization, set multi-objective programming, goal programming model according to overseas investment characteristics.
