Currently, seeking the harmony between the human being nature and society, and constructing the harmonious society in the city have been launched vigorously. This essay first analyzed the meanings, principles, characters and the demands to carry out it, then analyzed the demands and instructions of the circulation economy theory to construct the ecological tourism urban, and at last analyzed the contents of the construction combined with the circulation theory. The ultimate objective of the ecological tourism urban construction is based on the circulation economy theory and its centre is to achieve the circulation and harmony in the urban society.
