The rising of network have more and more extensive and profound influence on democratic rights, and the innovation of internet information technology can trigger that of democratic system. Network information technique improved efficiency of exercising democratic rights: online government information publicity can fully satisfy social public´s right, online exercising express right is helpful to form common aspiration of people, and network participation improved the efficiency of the policy making and execution.
