After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Tourism Housing Estate is a new real estate form in China. But its definition and implement effect are still pendent problems till now. By comparing it with traditional commercial residence and other three kinds of Tourism Estate, together with expert evaluating method and questionnaire survey, this paper reconstructs the definition of Tourism Housing Estate, indicator system and model for evaluating its implement effect objectively and authoritatively. Finally, test the model by calculating the scores of three Tourism Housing Estate projects as test samples.
