The development of e-government is the objective requirement of the information age. E-government provides citizen participating in public decision-making with a convenient, direct access and conditions, also causes changes of government decision-making mechanism. Under E-government environment, government information transmission mechanism, government decision-making mechanisms have changed greatly. Government decision-making mechanism is changing from that of one-way to two-way and joint policy decision making. These changes have a significant impact on government services, which need government to co-ordinate and plan, to strengthen leadership to ensure social stability and steadily promote changes of government decision-making mechanism under the premise of citizen participation.
