From the perspective of the typical characteristics of e-democracy and considering the bottleneck problems related to the digital divide, e-authoritarian, moral insufficiency and absence of security legislation in China, this paper purports to narrow the digital divide through building a network communication platform, making full use of governmental functions to support and assist the network construction in the outlying and poverty-stricken areas and enlarging universal education regarding relevant technology. In order to carry out network legislation and moral management, this paper proposes speeding up the legalization, standardization and network realization to create e-democracy. In addition, a balanced mechanism of e-democracy with Chinese characteristics is set up from the election, decision-making and supervision system of e-democracy.
