Value judgement for evaluating the sense of security based on various utility theoretic approaches

In this paper, we aim at evaluating value of the sense of security to create more safe, secure and reliable society. For this purpose, we use various utility theoretic approaches. Then, we try to evaluate value of the sense of security for some real data. We compare the results and show which theory is more appropriate for each case.
