Abstract :
In some countries, project certification is a requirement of national agencies for offshore wind projects. The purpose is reducing uncertain risk through project basic design to in-service phase, as well as to ensure operating reliability. This paper is to describe a certification system for offshore wind farm project published by DNV in 2012, Offshore Service Specification (OSS) 901. This system is an object-specific detailed specification conforming to the philosophy defined in DNV-OSS-300 Risk-Based Verification. This specification is conjunction with DNV-OS-J101 and DNV-OS-J201, the both offshore standards provide principles, technical requirements and guidelines for design, construction of offshore wind turbine structures and substation respectively. DNV-OSS-901 is also compared and contrasted with the International Electro technical Commission IEC 61400-22 Clause 9 for offshore wind farm project certification that is due for publication in the second quarter of 2012.
