Abstract
A method of measuring the degree of unfairness of a resource allocation scheme is presented. A survey of five inequality functions is done, and a novel inequality function is introduced. The sensitivities of all six inequality functions are analyzed, and it is shown that the novel inequality function is most sensitive to inequality of resource allocation. An example of a virtual circuit (VC) network is presented where these inequality functions are used to measure the degree of unfairness in terms of VC power distribution. Numerical examples are also presented
