From the historical changes, our Financial and Monetary system has obviously dual character. After all previous reforms, this dual character did not be eliminated, but to some extent it has been conformed and enhanced. The dual system produces obvious negative effects including both emission and structure effects on the unifying of urban and rural labor market, thus seriously hinders the foundation of integration market in final combination effect. Therefore, the Financial and Monetary System innovation needs more further studies.
