According to the GEM model questionnaires are designed. Based on 122 valid questionnaires from Qingdao, Jinan and Tai´an, the three cities´ entrepreneurial environments are analyzed on single factor analysis of variance. The results show that: there are regional differences of three cities in different aspects of entrepreneurial environment. This study finds that the entrepreneurial environment in Qingdao is the best, and that in Jinan is the second, and that in Tai´an is relatively the worst. It is important for Shandong Province to reduce the difference of entrepreneurial environment among cities, improve their policies and promote their entrepreneurial activities.
