  • Abstract
    This paper, as a research about the effectiveness and the dimensions of measurements, provides a formal definition of E-learning process measurement elements. Upon this definition, the E-learning Process Capability Maturity Model (ELPCMM) is set up, including the phase and continuous models, and the workflows of each process field with detailed studies about the characters and relationships of each workflow.
