The importance of innovation networks is attached by many scholars. We believe that knowledge is the base of innovation networks, learning is an effective tool for knowledge transfer and creation, social capital is the lubricant of the network operating. Knowledge, learning and social capital can build a framework of effective operation for innovation networks
