The urbanization level in underdeveloped rural areas is key to a country´s urbanization level. Urbanization of rural areas is not only examined by the industrial structure upgrade, but also by farmer´s hosing condition. Guanzhong-Tianshui economic zone is located in China´s west region, farmer´s housing style in this region is dispersive, expanded without planning, covering much more land, which is contradicted with China´s farmland preservation policy. This paper use case study of Guanzhong rural area, draw lessons from other region´s and foreign country´s experience, combine normative and positive analysis, proposed the policy suggestion on unifying urban and rural development, promoting farmers´ housing concentration conclusions.
