Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

There are four major issues in the reform of mineral resource management system in our country at present: first, there was a phenomenon of money blindly flowing in the mining right market; second, phenomenon of bidding mining right exists in the course of assigning resource price; third, income distribution of mining rights are lack of theoretical basis and the distribution relationship is ambiguous; fourth, the government start doing ecological management of mining area instead of enterprises themselves. Optimized ways of solving those problems are as the below: breaking the property ownership attribution of the mining claims and identifying it as usufruct; establishing the right of discovery, confirming and commercializing the value of the right of discovery; establishing exploitation right which can be gained by paying fees; the government levy resource tax which should be changed into environmental resource tax or resource losing fees; the government levy mineral resources compensation fees, which should be changed into resource substitution fees; capitalizing geologic environment restoration margin that levied by the government.
