After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In recent years, the government non-taxable income is a new content, it is important how to develop the teaching non-taxable income. From this case teaching, design requirements and cases of non-taxable income, case teaching process and the application of case teaching, and then analyzed to provide reference for teaching of non-taxable income.
